"East Coast rapist" pleads guilty to Virginia attack

WASHINGTON (Reuters) - The Connecticut man police say is the "the East Coast rapist" who terrorized women for more than a decade pled guilty on Thursday in a 2001 attack on a Virginia woman, the first time someone has taken responsibility for crimes in any of these cases.

Aaron Thomas, 40, of New Haven, Connecticut, pled guilty in Loudoun County Circuit Court to the rape and abduction of a 41-year-old woman, according to online records. He faces a prison sentence of life on these charges. A charge of forcible sodomy was dropped.

On Friday, Thomas is due to have a plea hearing in Virginia's Prince William County on rape, abduction and firearms charges, according to online court records. He is accused there of a 2009 assault on three teenage girls who were returning from Halloween trick or treating.

A plea deal in that case fell through this month, and a trial has been set for January.

Thomas, the son of a District of Columbia police officer, was arrested in March 2011 in New Haven. Police have said that DNA links him to attacks on at least 17 women in Maryland, Virginia, Rhode Island and Connecticut since 1997.

Stocks climb on optimism over fiscal cliff deal

U.S. stocks rose in early trading on Thursday on optimism that Congress was progressing toward a fiscal agreement in Washington that would avert a possible recession.?

Market participants are focused on discussions in Congress over avoiding big spending cuts and tax hikes, known as the "fiscal cliff," beginning in January. Still, equities may retreat, as they did Tuesday, if the upbeat negotiation environment in Washington deteriorates.?

"There will be a deal before December 31 to avert the economy facing disaster," said Peter Cardillo, chief market economist at Rockwell Global Capital in New York.?

"We're back on track for a year-end rally to continue," he said.??

The Dow Jones industrial average rose 50.15 points, or 0.39 percent, to 13,035.26. The S&P 500 ?gained 7.07 points, or 0.50 percent, to 1,417.00. The Nasdaq Composite added 20.21 points, or 0.68 percent, to 3,011.99.?

The yield on Italy's 10-year bonds fell to the lowest in two years at an auction, amid relief that immediate risks over Greece had diminished.?

"The fact that the bond sales in Europe went well suggest confidence is beginning to reenter some of the peripheral nations and that is a good sign," Cardillo said.?

Equity markets may also be supported by data showing the U.S. economy grew faster than first reported between July and September. Separate data showed the number of Americans filing new claims for unemployment benefits dropped for a second week, and a larger-than-expected 3.3 percent advance in third-quarter corporate profits.?

Kroger , the biggest U.S. supermarket operator, added 3.3 percent to $25.89 after reporting earnings.?

Tiffany shares slumped 7.9 percent to $58.72 after the upscale jeweler reported quarterly results and cut its full-year sales and profit forecasts.?

Top retailers said weak sales in early November, after superstorm Sandy, were a drag on the month. Target fell 2 percent and Kohl's Corp dropped 10.3 percent.?

People Use Same Brain Regions to Read Alphabetic and Logographic Languages

Whether reading Chinese characters or French words written alphabetically, the same areas light up in our brains, an insight that could inform learning strategies for literacy

Learning to read Chinese might seem daunting to Westerners used to an alphabetic script, but brain scans of French and Chinese native speakers show that people harness the same brain centers for reading across cultures. The findings are published today in the Proceedings of the National Academy of Sciences.

Reading involves two neural systems: one that recognizes the shape of the word and a second that assesses the physical movements used to make the marks on a page, says study leader Stanislas Dehaene, a cognitive neuroscientist the National Institute of Health and Medical Research in Gif-sur-Yvette, France.

But it has been unclear whether the brain networks responsible for reading are universal or culturally distinct. Previous studies have suggested that alphabetic writing systems (such as French) and logographic ones (such as Chinese, in which single characters represent entire words) writing systems might engage different networks in the brain.

To explore this question, Dehaene and his colleagues used functional magnetic resonance imaging to examine brain activity in Chinese and French people while they read their native languages.

The researchers found that both Chinese and French people use the visual and gestural systems while reading their native language, but with different emphases that reflect the different demands of each language.

?Rather than focusing on ear and eye in reading, the authors rightly point out that hand and eye are critical players,? says Uta Frith, a cognitive neuroscientist at University College London. ?This could lead into novel directions ? for instance, it might provide answers why many people with dyslexia also have very poor handwriting and not just poor spelling.?

Understanding how the brain decodes symbols during reading ? using both visual and motor centers ? might also inform learning strategies for general literacy, and ways to attune them to children or adults.

Subliminal images
There is evidence that for all languages, reading activates a shape-recognition region in the brain?s posterior left hemisphere ? the visual word-forming area (VWFA). But some research has indicated that readers of Chinese ? which places great emphasis on the order and direction of writing strokes ? also use other brain networks involved in the motor skills that are engaged for writing.

Motor processing is universally used for writing and involves a brain region known as Exner?s area. The researchers postulated that this region is also activated in reading to interpret the gestures assumed to have gone into making the marks.

WASHINGTON (AP) ? The White House could finally have its chance to close the books on its Benghazi public relations disaster, as key Republicans signal they might not stand in the way of U.N. Ambassador Susan Rice to become the next secretary of state.

"I think she deserves the ability and the opportunity to explain herself and her position," Sen. John McCain, R-Ariz., told "Fox News Sunday." ''But she's not the problem. The problem is the president of the United States," who, McCain said, misled the public on terrorist involvement.

Rice is widely seen as President Barack Obama's top pick to replace Secretary of State Hillary Rodham Clinton as the nation's top diplomat. But Rice's reputation took a serious hit this fall when she relied on unclassified talking points provided by the intelligence community that portrayed the attack in Benghazi, Libya, as a spontaneous assault by a mob angered by an anti-Muslim video posted on YouTube.

Intelligence officials quickly amended their assessment to conclude the attack hadn't been related to other film protests across the Middle East. But that revised narrative was slow to reach the public, prompting Republicans to allege a White House cover-up ahead of the Nov. 6 election.

0The attack killed Ambassador Chris Stevens, a State Department computer specialist and two former Navy SEALs who were working as contract security guards.

McCain's remarks were in contrast to his previous stance that Rice wasn't qualified to replace Clinton, who is expected to step down soon, and that he would do "whatever is necessary" to block Rice's possible nomination.

Sen. Lindsey Graham, McCain's close friend and colleague on the Senate Armed Services Committee, told ABC's "This Week" he still suspects the White House intentionally glossed over obvious terrorist links in the attack to keep voters from questioning Obama's handling of national security.

But instead of repeating his prior assertion that he was "dead set" against a Rice promotion, Graham suggested he looked forward to hearing her out. If Rice were nominated, "there will be a lot of questions asked of her about this event and others," said Graham, R-S.C.

The subtle shift in GOP tenor on Rice could be the result of internal grumblings on how far to take party opposition. Democrats picked up extra Senate seats in the election to maintain their narrow majority, making it that much harder for the remaining 45 Republicans to block the president's nominees.

One senior GOP Senate aide said Sunday that Republicans hadn't united against Rice and were not convinced she was worth going after.

"There's a definite sense within the caucus that you have to be conservative about where you put your firepower," said the aide, who spoke on condition of anonymity because the official was not authorized to speak publicly on internal GOP deliberations. "The question is whether the caucus is prepared to filibuster her, and I'm not sure we were."

Palestinians wielded shovels and planks Monday to reopen tunnels used to smuggle in goods from Egypt to the Gaza Strip after Israel's eight-day offensive against Hamas.

Israeli airstrikes have heavily targeted the network of tunnels, which smugglers use to bring in various items ? including food, fuel, construction materials and weapons ? to Gaza's 1.6 million residents.

Residents along the Egypt-Gaza border say that smugglers and tunnel owners are still inspecting the damage but that many of the tunnels still operate, though at reduced capacity, according to The Associated Press.


An Egyptian security official, speaking to the AP on condition of anonymity because he was not authorized to talk to the media, estimated that as of Sunday half the tunnels were not functioning.

The tunnels were developed as a way for Palestinians in Gaza to sidestep Egyptian and Israeli restrictions.

Though technically illegal, the tunnels have until recently been tolerated to varying degrees on the Egyptian side of the border.

While many Gazans depend on the tunnels for basic food and supplies, the underground facilities have also been crucial to arming Hamas and other militant groups.

"You can smuggle weapons, have people going in and out," Benedetta Berti, a research fellow at the Institute for National Security Studies in Tel Aviv, recently told USA Today. "Security on the border and monitoring tunnels ... has to be done."

Israel's military said it had accomplished its objectives while Hamas claimed victory after the two sides exchanged deadly airstrikes and rocket attacks for over a week.

According to an August report by the International Crisis Group, between $500-700 million in goods are estimated to pass through the tunnels each year. The Hamas government has charged a tax of around 14.5 percent since the beginning of 2012, the report said. In 2011 alone, 13,000 cars were estimated to have come through the tunnels.

Some smugglers have made a fortune off the smuggling.

"Eight hundred millionaires and 1,600 near-millionaires control the tunnels at the expense of both Egyptian and Palestinian national interests," Palestinian President Mahmoud Abbas, who leads the Palestinian Authority in the West Bank, told The Economist.

Thousands of other workers make a living transporting goods back and forth through the tunnels, reports say.

As of late 2010, around 1,000 tunnels were in operation along the border, the nonpartisan Congressional Research Service said in a report.

ANALYSIS: What Gaza crisis taught Israel about Iran

Hamas began a dramatic expansion off the tunneling network following Israel's 2005 withdrawal from the coastal territory, analysts say. The Islamist group, which Israel and the United States classify as a terrorist group, came to power in Gaza in 2007.

"Under the closure regime aimed at undermining Hamas's control over the territory, the tunneling network has become Gaza's primary economic engine and mode of rearmament for militants," the CRS report said.

The tunnels are believed to be of a relatively high quality of engineering and construction, with some including electricity, ventilation, intercoms, and a rail system, according to the report.

Many of the weapons smuggled into Gaza appear to have originated in Iran, experts say.

The Israeli military released footage earlier this month that it said showed that many of Hamas' weapons, such as the Fajr-5 missiles, came from Iran.

The Shiite-led government in Iran has found common cause with the Sunni Hamas over a mutual foe, Israel, but experts agree that its influence is often indirect.

Still, according to a 2009 cable obtained by WikiLeaks, Israeli intelligence told a U.S. official that Israel's air attacks on Gaza's tunnels were "part of a bigger campaign to address the main issue of Iranian support to Hamas."

For example, Israel said the Iranians had developed a version of the 122mm rocket specifically for Hamas: the weapon "came in four pieces that could fit through narrow tunnels and be reassembled in Gaza."

Despite troubles at home, Egypt's Morsi is pivotal player in Mideast

Israel has promised to ease its blockade on Gaza as part of a cease-fire last week that ended the intense fighting. But as negotiations inch forward, no timeline has yet been set for the lifting the restrictions.

Under its new Islamist government, Egypt has moved to reduce smuggling in the tunnel by sealing off the entrances on its side of the border.

When you're considering the history of the video game industry, the name Nolan Bushnell is almost certain to crop up. Bushnell founded Atari back in 1972 and enjoyed incredible success with arcade hits like Pong and the Atari VCS home console. Although he's not been directly involved in the industry for quite some time, his opinion still holds a lot of weight.

Which is why his comments regarding the Wii U make for difficult reading if you're a Nintendo fan - Bushnell doesn't believe the console will be a success. To make matters worse, he thinks that the home console market he helped to create is on its last legs. Speaking to the New York Times, he said of Nintendo's system:

I actually am baffled by it. I don?t think it?s going to be a big success. These things will continue to sputter along, but I really don?t think they?ll be of major import ever again. It feels like the end of an era to me.

Before we start getting too emotional about these comments, it's worth remembering that despite his legendary status in the history of video gaming, Bushnell has made some particular poor choices over the past few decades. He famously declined the chance to invest in Apple Computers when the company was just starting out, and his Chuck E. Cheese's line of restaurants went bankrupt in 1984 (although the brand has since been reborn). He also publicly backed the abysmal Commodore CDTV, one of the biggest hardware bombs of the '90s.

?Really? Personally I?d say my choices are irrelevant to the subject at hand. I mean, yes I could have chosen to act according to what is socially accepted as ?good?, but wouldn?t change the fact that this is what feels right to me. To me, this is ?good?. What I want to know is why. If this is something anyone would feel if they had been in my particular situation or if it was something I would still feel if my situation was entirely different.?

The only sounds to echo in that filthy dark dungeon was that of breaths and heartbeats as she once again searched his eyes and found herself gazing into two windows to an empty and endless abyss. Tears began to form in her eyes as if for the first time she actually asked herself what could make a person this way and as they began to run down her face the silence was broken.

?I?m waiting.? He told her, unmoved by the display of emotion from the woman, or perhaps it was the tears that had moved him to speak even if he seemed uncaring as to what they represented.

If I recall correctly, this is how it always goes with us; I give you more than you deserve, and get nothing... Not this time though. This time I get what I want... Or I will make sure to play out in details what my reality has been from the day you left me. It?ll only take six years or so to go through it all, and I?ve got nothing but time.?

And there he stayed, holding the woman close to him, feeling her heartbeats slowing into stillness and the sounds of her breath fading into silence. No words were spoken because he had nothing left to say to her. They were through.

President Barack Obama announced Monday he had picked Securities and Exchange Commissioner Elisse Walter to replace outgoing Chairman Mary Schapiro, who plans to step down in mid-December. Schapiro has helmed the agency since January 2009, winning confirmation with the economy shaken to its core by the global financial meltdown.

Walter is a former top official of the Financial Industry Regulatory Authority, Wall Street's industry-funded watchdog. She does not need Senate confirmation to her new post.

The new SEC chairman will likely find herself in the thick of a fight over financial industry regulations known as Dodd-Frank. Some Obama aides have said the president hopes to improve aspects of the law, while Republicans insist they want to roll back many of its provisions. Obama praised Schapiro for her stewardship of the SEC during a critical time.

"When Mary agreed to serve nearly four years ago, she was fully aware of the difficulties facing the SEC and our economy as a whole," Obama said in a statement. "But she accepted the challenge, and today, the SEC is stronger and our financial system is safer and better able to serve the American people?thanks in large part to Mary's hard work."

"I'm confident that Elisse's years of experience will serve her well in her new position, and I'm grateful she has agreed to help lead the agency," the president said.

United Nations talks on a new climate pact resumed Monday in oil and gas-rich Qatar, where negotiators from nearly 200 countries will discuss fighting global warming and helping poor nations adapt to it.

Several issues need to be resolved by then, including how to spread the burden of emissions cuts between rich and poor countries. That's unlikely to be decided in the Qatari capital of Doha, where negotiators will focus on extending the Kyoto Protocol, an emissions deal for industrialized countries, and trying to raise billions of dollars to help developing countries adapt to a shifting climate.

"We owe it to our people, the global citizenry. We owe it to our children to give them a safer future than what they are currently facing," said South African Foreign Minister Maite Nkoana-Mashabane, who led last year's talks in Durban, South Africa.

The U.N. process is often criticized, even ridiculed, both by climate activists who say the talks are too slow, and by those who challenge the scientific near-consensus that the global temperature rise is at least partly caused by human activity, primarily the burning of fossil fuels like coal and oil.

Environmentalists found the choice of Qatar as host of the two-week conference ironic. The tiny Persian Gulf emirate owes its wealth to large resources of gas and oil and emits more greenhouse gases per capita than any other nation.

Yet it hasn't announced any climate action in the U.N. process, and former Qatari oil minister Abdullah Bin Hamad Al-Attiyah didn't do so when he opened the conference Monday.

"We should not concentrate on the per capita (emissions), we should concentrate on the amount from each country," Al-Attiyah told reporters. "I think Qatar is the right place to host" the conference, he added.

The concentration of greenhouse gases such as carbon dioxide has jumped 20 percent since 2000, according to a U.N. report released last week. The report also showed that there is a growing gap between what governments are doing to curb emissions and what needs to be done to protect the world from potentially dangerous levels of warming.

The goal of the U.N. talks is to keep the global temperature rise under 2 degrees C (3.6 F), compared to pre-industrial times.

Georgia Football: No. 3 Bulldogs Keep BCS Title Hopes Alive, Blow Out Georgia Tech, 42-10

ATHENS, Ga. ? The Georgia Bulldogs collected a trophy at midfield for another win over their state rival, then got some encouragement from the governor in their quest for a bigger reward.

Aaron Murray threw two touchdown passes, Todd Gurley and Keith Marshall each ran for a pair of TDs, and third-ranked Georgia stayed right in the thick of the national championship race with a 42-10 rout of Georgia Tech on Saturday.

Gov. Nathan Deal presented the "Governor's Cup" to the Bulldogs (11-1) after they beat the Yellow Jackets for the 11th time in 12 years. He congratulated both teams on a "great game" (a bit of a stretch, to say the least) before turning toward the jubilant Georgia players.

"Keep up the good work," Deal said. "We're looking for a national championship."

Georgia is two wins away.

The Bulldogs will face No. 2 Alabama for the Southeastern Conference championship in Atlanta next Saturday. The winner of that contest will likely advance to play in the BCS title game on Jan. 7.

"All that matters is this game," Georgia linebacker Christian Robinson said, looking ahead to facing the defending national champion Crimson Tide. "This is everything. This is what you play for."

Georgia Tech (6-6) didn't put up much of a fight. This one was a laugher right from the start as the home team scored just over a minute into the game, built a 28-3 halftime lead and was up 42-3 before the Yellow Jackets scored a meaningless TD in the fourth quarter.

"It was a pretty good thumping," Georgia Tech coach Paul Johnson said. "We could not slow them down at all, which has been a recurring theme the last few times we've played them, and we couldn't finish drives offensively."

Murray completed 14 of 17 for 215 yards, becoming the first quarterback in SEC history to pass from more than 3,000 yards in three straight seasons.

Gurley finished with 97 yards on 12 carries and now has 14 touchdowns on the season, one shy of Herschel Walker's school freshman record set in 1980. Marshall, also a freshman, piled up 66 yards on just seven carries.

The Bulldogs certainly didn't look like a team that was looking ahead to Alabama.

"You don't do that when you're playing Georgia Tech," coach Mark Richt said. "This game means a lot for us. Our coaches prepared hard, they were diligent, and the players took to the coaching. I thought we played a superb game. I'm so proud of everybody. I could not have asked for a better today."

Bacarri Rambo and Alec Ogletree came up big for the Georgia defense. Rambo stripped the ball away at the Georgia 1 to stop the Yellow Jackets' first possession, as well as grabbing his 16th career interception to tie Jake Scott's school record. Ogletree had 15 tackles, several of which were downright brutal and the highest total by a Georgia defender this season.

For good measure, the Bulldogs ran their season total to 456 points, breaking the school scoring mark set by the 2002 SEC championship team.

"We put our foot on the pedal from the start didn't let up the entire game," said receiver Rhett McGowan, who hauled in one of Murray's touchdown passes.

Georgia Tech, amazingly enough, still has a chance to win the Atlantic Coast Conference title next weekend and earn a BCS bowl bid. The Yellow Jackets clinched a spot in the championship game against No. 10 Florida State after Miami pulled out from postseason consideration, hoping to lessen the blow from a pending NCAA investigation.

The Yellow Jackets won't have any chance of beating the Seminoles if they don't turn in a much better effort than this.

"Well, I look at it like another opportunity," Johnson said. "We'll see how they respond. You don't get those opportunities very often, so you need to take advantage of them."

Malcolm Mitchell returned the opening kickoff 47 yards to the Georgia Tech 44, and the rout was on. Murray completed an 11-yard pass to Gurley, Gurley broke off a 15-yard run, Murray hooked up with Arthur Lynch on a 15-yard pass, and Gurley ran 3 yards for the score. Four snaps, and it was 7-0. The game was 63 seconds old.

Georgia Tech appeared to be moving for a tying touchdown on its first possession. With nine straight runs, the Yellow Jackets ripped off five first downs and had the ball at the Georgia 20. Robert Godhigh tried to take it in from there, breaking tackles and staying on his feet all the way to the 1. But Rambo snatched the ball away before Godhigh got to the end zone, returning it 49 yards to midfield.

This time, the Bulldogs needed less than 3 minutes to put another touchdown on the board.

Gurley had runs of 15 and 10 yards, Murray passed to Mitchell for a 16-yard gain, and Gurley made it 14-0 with a 1-yard plunge.

Before the half was done, Georgia tacked on two more scores: Marshall's 15-yard run and Murray's 11-yard pass to McGowan. The Yellow Jackets ran for 220 yards in the first two quarters, but all they had to show for it was Chris Tanner's 38-yard field goal.

Georgia Tech's misery was epitomized by its final possession of the half. After another extended drive ? 13 plays covering 56 yards ? the Yellow Jackets had to settle for a field goal try on the last play. Tanner's 36-yarder was wide right by a good 10 yards, the almost entirely red-clad crowd letting out a sarcastic cheer.

Mauritanian president returns from France

NOUAKCHOTT, Mauritania (AP) ? Thousands of Mauritanians lined the road from the airport Saturday to welcome back President Mohamed Ould Abdel Aziz, who went to France for five weeks of medical treatment after being accidentally shot in a friendly fire incident.

His return puts an end to speculation over the state of his health, as well as over the future of Mauritania. Analysts had warned that his extended departure could create the instability needed for another coup in this desert nation which has suffered six since the 1970s.

"At no moment did I fear a coup d'etat by the army .... because (our army) has better things to do than lead coup d'etats," Aziz told the French radio station Radio France International on Saturday morning. "I have total confidence in the Mauritanian military."

Formerly a general in the army, Aziz came to power himself in a 2008 coup, ousting the country's first, and only, democratically elected leader. His coup was widely denounced by the international community, but Aziz has since become a key ally of the West in the fight against terrorism in the Sahara. Mauritania has led raids across the border into Mali to root out fighters from al-Qaida's North African branch.

The 55-year-old leader waved to the crowd. Supporters had brought out giant posters of the president, as well as enormous banners, welcoming him home.

On Oct. 13, Aziz left the Mauritanian capital in a private, unmarked car for a drive in the desert. Aides later said that he had the habit of going out without his official convoy. He failed to stop at a checkpoint on the outskirts of Nouakchott, and guards opened fire, hitting him in the stomach. A spokesman told the Associated Press that the president drove himself to the capital's best hospital.

Before being airlifted to France the next day, Aziz invited reporters for a bedside interview inside his hospital room in order to show the country that he was conscious and able to function. He was covered from the waist down in a hospital sheet, making it impossible to see the severity of his injuries.

But rumors began to circulate with each passing week that he spent in France, first at a military hospital near Paris, and then at a private villa where he received physical therapy.

Small Business Saturday, a day squished between Black Friday and Cyber Monday competing for both customers and profits.


This year, Van Buren?s?encouraging the community to show support for its local retailers and shop small. Several stores along Historic Main Street Van Buren will be open for Small Business Saturday.


Dozens of people were out shopping even on Black Friday, picking up holiday gifts and spending money.


Barbara Little, who owns A Little Bit of Mexico?in Van Buren, said she?s excited people are shopping small this holiday season, and thinking of the little stores instead of just the big-name retailers.


?They attract so much business that it?s really essential for small businesses to have a small business Saturday where you can come and shop and enjoy the small merchants,? said Little.


Mary Francis Rocconi was out shopping Friday, looking for things she couldn?t just pick up somewhere else in town.


?We wanted to find the little, small unique things,? said Rocconi. ?Not just the same old, same old.?


The idea behind Small Business Saturday is to get people out shopping in an effort to stimulate business at local retailers.


?There?s a danger that small business is going out of business,? said Phyllis Kiger, who was also out shopping Friday afternoon. ?That happens a lot anymore. We need to keep these people going. We need to keep their doors open.?


Barbara Morse, who owns Darb?s Antiques on Main Street agreed, saying they could really use the help financially.


??Small businesses are having a hard time right now,? said Morse. We just want everybody to come in and shop with us.?


The National Retail Federation says holiday shoppers are estimated?to spend nearly $750 on Christmas gifts this year. But how much of that will be spent at small businesses?


?We have the unique stuff that you just can?t find anywhere else,? Little said.


Even though Small Business Saturday is only one day out of the year across the country, retailers in Van Buren said they hope customers will continue to support local businesses and shop small year round.
